Anti-discrimination NGO Zhengzhou Yirenping was under police investigation on the cases of 'Yu Shiwen, Chen Wei, Chang Boyang criminal detention'

In the afternoon of 17 June, 5 police from Erligang police station, Zhengzhou Municipal Public Security Bureau entered the office of anti-discrimination NGO "Zhengzhou Yirenping". They requested the organization to cooperate with the investigation of the case of 'suspicion on gathering crowds to disturb public order' of Yu Shiwen, Chen Wei and fellows. After showing the legal notices, the police took away two computers and some financial document from the office. A project manager was taken to the police station for inquiry and was released until 1 am on 18 June. The questions of inquiry were about the situation of the detained public interest lawyer Chang Boyang, the financial and taxation information of Zhengzhou Yirenping and etc. On the same day, one of the three registrants of Zhengzhou Yirenping also received a call from the police, asking her to go to the police station for inquiry at 8:30 am on 18 June.
What's more, police froze Zhengzhou Yirenping's organization bank account in the Bank of Communication on 12, June. On 17, June, Ma Lianshun, the lawyer of Zhengzhou Yirenping went to Erligang police station to enquire for the organization's bank account. The police claimed that the reason they froze the account is that Mr Chang is one of the shareholders of Zhengzhou Yirenping and thus the deposits of the organization is the assets of Mr Chang. They also said that freezing the account is a compulsory criminal enforcement, which means that there exists no approach to remedy. The police also failed to provide any relevant formality of disposal.
Lawyer Chang Boyang is one of the three registrants of Zhengzhou Yirenping. He is also the legal representative of the organization. According to the division of duties, however, he didn't participate in the operation and financial management of Yirenping.
We notice that the families of Yu Shiwen confirmed that both of Yu Shiwen and his wife Chen Wei had been detained by the Public Security Bureau of Zhengzhou, according to the reports. What's more, Fang Yan, Hou Shuai and a journalist named Shi Yu have also been placed under criminal detention almost at the same time. On 28 May, Mr Chang was placed criminal detention by the Zhengzhou police for "gathering a crowd to disturb public order". At the moment, Mr Chang was negotiating the criminal detention cases of Fang Yan, Hou Shuai and Shiyu as their lawyer with the Zhengzhou police.

6月17日下午，郑州市公安局二里岗派出所的五名未着制服的警员进入反歧视公益机构"郑州亿人平"办公室，要求亿人平工作人员"配合于世文、陈卫等多人涉嫌聚众扰乱公共场所秩序案的调查"。在出示了《询问通知书》和《调查取证通知书》之后，警方取走了办公室的两台电脑、以及一些财务文件，并且把亿人平的一位项目负责人带走询问，直到18日凌晨一点左右才允许这位项目负责人回到家中。询问及谈话内容涉及被刑拘的公益律师常伯阳的情况、郑州亿人平的财务信息、税务信息等。同日，郑州亿人平的三位注册人中的一位也接到警方电话，被要求6月18日上午八点半前往警局接受询问。
另外，6月12日，郑州市二里岗公安派出所警员已经前往交通银行冻结了郑州亿人平的机构账户。17日，经亿人平聘请的代理律师马连顺去二里岗公安派出所查询，警方称，冻结账户的理由是"常律师是郑州亿人平股东之一，亿人平存款属常伯阳财产"，并称该冻结行为属强制刑事执行，目前没有救济途径，对方也未提供任何办案手续。
常伯阳律师是郑州亿人平的三位注册人之一、同时也是法定代表人，但依据分工，常伯阳并不参与亿人平经营和财务工作。
我们注意到，据报道，5月28日，于世文家人证实，陈卫和于世文夫妇双双遭到郑州市公安局拘捕。几乎同一时期被刑拘的还有方言、侯帅及记者石玉等人。5月28日，常伯阳被郑州警方以"涉嫌聚众扰乱公共秩序"刑拘，当时他正作为代理律师与警方交涉方言、侯帅及石玉被刑拘案。
