Subject: Zhengzhou Yirenping was under police investigation on the cases of 'Yu Shiwen, Chen Wei, Chang Boyang criminal detention'

Anti-discrimination NGO Zhengzhou Yirenping was under police investigation on the cases of 'Yu Shiwen, Chen Wei, Chang Boyang criminal detention'

Zhengzhou Yirenping, June 18 2014

In the afternoon of 17 June, 5 police from Erligang police station, Zhengzhou Municipal Public Security Bureau entered the office of anti-discrimination NGO "Zhengzhou Yirenping". They requested the organization to cooperate with the investigation of the case of 'suspicion on gathering crowds to disturb public order' of Yu Shiwen, Chen Wei and fellows. After showing the legal notices, the police took away two computers and some financial document from the office. A project manager was taken to the police station for inquiry and was released until 1 am on 18 June. The questions of inquiry were about the situation of the detained public interest lawyer Chang Boyang, the financial and taxation information of Zhengzhou Yirenping and etc. On the same day, one of the three registrants of Zhengzhou Yirenping also received a call from the police, asking her to go to the police station for inquiry at 8:30 am on 18 June.

What's more, police froze Zhengzhou Yirenping's organization bank account in the Bank of Communication on 12, June. On 17, June, Ma Lianshun, the lawyer of Zhengzhou Yirenping went to Erligang police station to enquire for the organization's bank account. The police claimed that the reason they froze the account is that Mr Chang is one of the shareholders of Zhengzhou Yirenping and thus the deposits of the organization is the assets of Mr Chang. They also said that freezing the account is a compulsory criminal enforcement, which means that there exists no approach to remedy. The police also failed to provide any relevant formality of disposal.

Lawyer Chang  Boyang is one of the three registrants of Zhengzhou Yirenping. He is also the legal representative of the organization. According to the division of duties, however, he didn't participate in the operation and financial management of Yirenping.

We notice that the families of Yu Shiwen confirmed that both of Yu Shiwen and his wife Chen Wei had been detained by the Public Security Bureau of Zhengzhou, according to the reports. What's more, Fang Yan, Hou Shuai and a journalist named Shi Yu have also been placed under criminal detention almost at the same time. On 28 May, Mr Chang was placed criminal detention by the Zhengzhou police for "gathering a crowd to disturb public order". At the moment, Mr Chang was negotiating the criminal detention cases of Fang Yan, Hou Shuai and Shiyu as their lawyer with the Zhengzhou police.

(Chang Kun's House)Brief Introduction to the AIBO Community Development Center of Linquan County

Brief Introduction to the AIBO Community Development Center of Linquan CountyAnhui Province

Established on May 4, 2010, the AIBO Community Development Center of Linquan county (Chang kun's House) focuses on cultivating conscientious citizens, promoting county community development and improving people’s living environment. The center’s strategy includes cultivating awareness of trust, rules and rights in our hometown. The center creates a supportive environment by combining theory and practice. The 13 conventional services include Youth Services, Elderly Services and He’rbutong Book Study Center all for free. In addition, we host 6 theme activities for free as well as semi-annual and annual meetings. We publish our work and financial report of the previous year at the beginning of the next fiscal year.

The AIBO Center was established by Chang Kun, a Human Rights activist working on HIV/AIDS. During his visit in America, Chang Kun was deeply impressed by America’s civil society and community services. On the basis of such impression and the reflection of years of public interest activities of his own, the idea of “civil rights education begins at home ”occurred to him.

From its establishment to the end of December in 2013, an accumulative total of 12,000 people has visited AIBO Community Development Center of Linquan County and participated in activities. We have 637 regular service receivers and over 20 long-term volunteers on duty in every division. In addition, we have already cultivated several activity backbones among the aged. We try to guide people to have mutual trust, abide by rules and pay attention their own rights and community life. On the basis of 13 free services, we also developed 48 regulations and graphs that reflect our Center’s book management, reading and borrowing books, hand painting, internet access, relationships with the service providers, donations, and annual meetings. We want to enrich the cultural life of the community and encourage local residents’ initiative of participation through activities such as purchasing fitness equipment, book-reading awareness and festival association.

AIBO Community Development Center of Linquan County has been reported for a dozen of times by Southern Metropolis Daily, Global Times, Eastday, Nishinippon Shimbun,  Kinyoubi and so on and been reprinted by Reader’s Digest, Youth Digest as well as Internet outlets.

Our idea is based on “civil rights” and “home” and all the work focuses on the permanent residents in the community of Chang Kun’s hometown. We expect that good results will be achieved after years of persevering hard work.

Our Philosophy:

Civil rights education begins at home!

Our Vision:

To develop into a community public service for grassroots.

Our practical strategies:

All the services are free so as to guide people’s awareness of turst.

Applying self-management mode to daily work so as to cultivate people’s awareness of rules.

Guiding people to pay attention to communities so as to cultivate people’s awareness of rights.

Our Methods:

1.Implementing cultivation of new citizens through setting up a supportive environment. (All the services are free so as to guide people’s awareness of trust. 2.Cultivating new citizen activists and expanding its influence through extentional and subsequent support and tracking.

3.Introducing senior social workers and advanced civil society theory to cultivate new citizens and based on these activities, to do research and to summarize work, which in return, being applied to the cultivation of new citizens.

In addition, we will make assessment of the students’ learning and give our advice to their parents. We hope to help young students develop their interests as well as improving community environment.)

2.These eight free services are independent of each other, but interrelated and interacted with each other. Background of Linquan County

Linquan county is in the northwest of Anhui province, and it is under the administration of Fuyang city. With a population of 2.13 million, Linquan county is the largest county in terms of population in the mainland. In addition, it is the largest county which has the most over-population and one of the three counties which have the most drug crimes. Linquan county’s economy ranks at the bottom of Fuyang city, or even in the whole Anhui province. Up to now, Linquan county still has no direct access to railway, highway or waterway transportation. (Activate Linquan - dialogue with the county party secretary Ai-Min ZhuJiangsu Economic News). Besides, Linquan county lags behind in aspects of environment protection, hygiene and civil society development. However, Linquan county is one of the first demonstration areas of AIDS control and prevention in 2003. The Survey of Farmers in China by Chen Guidi and Chun Tao devotes many chapters to depict the stories in Linquan county.

Guangming community on which based the AIBO Community Development Center of Linquan County is the result of urbanization, during the process of which rural areas are systematically transferred into urban areas. However, the community has some characteristics of “urban village”, such as large floating populations. Guangming community has about 100,000 people and there are several primary and secondary schools with more than 10,000 students. However, Guangming Community has no parks, library or other public places of entertainment. In addition, the environment is seriously polluted and public security needs to be improved.

Hi, Chang,

Chang Kun was attacked on annual meeting of Chang Kun house AIBO Youth Center

A Dream Community Suppressed in China

Chang Kun from Anhui Province, the founder of “Chang Kun's Home”, provides a very small but free service center, hoping to fulfill his dream of "civil rights education starts from home." However, "Chang Kun's Home” has encountered continuous interferences from the local authorities.

"Chang Kun's Home"AIBO Youth Center was established in May, 2010. It provides 8 free services for the residents of Linquan County. In the center, students can read books and use the Internet for free.

The concept of community services was formed after Chang Kun studied in America in 2008. He was inspired by the services in the local community.

To establish “Chang Kun's Home” was hard: first, it took him a few months to gain supports from his Family. His grandfather finally agreed to give up five rental stores to provide a free activity site for the community residents and his sister became the volunteer manager of the youth center.

Chang Kun: “Our home town has many problems, but we cannot abandon it. Hopefully we can slowly improve it, form a concept that education of human rights starts from home, understand our community and make it more beautiful and harmonious.”

Since its establishment, "Chang Kun's Home "has received continuous warnings from the authorities. The community secretary asked him to close the center and not provide any free services. On April 3, 2010, the center was delisted. On April 4, authorities tried to prevent them from having an annual meeting.

Chang Kun: “Many local residents came to support us. They hoped to see the Chang Kun's Home', but they saw the harassment, cursing and violence coming from the local authorities instead. However, they told us that this was unforgettable and they learned more from this than from a meeting.”

On the incident day, Chang Kun had to stay in the hospital for observation from a brain injury. His family suffered varying degrees of injury. So far, police have remained indifferent, and the perpetrator is at large.

Lu Jun (a manager from Beijing Center): "What Chang Kun does can improve our health knowledge, legal and civic awareness which are in conflict with local authorities. A strong sense of legal and human rights will become a threat for wrong doings from our local authorities.

On April 9, "Chang Kun's Home"AIBO Youth Centre opened again, surrounded by folks and young students wanting to express their quests for knowledge, books, Internet, an open dream community and justice. However, they are being monitored as always!

Chang Kun:"Entertainments are being encouraged and developed nowadays, but why not a learning center?”

Local resident: “It's hard to do good deeds in China, Under our educational system, it is like addicted to heroin, about 80-90% of people are deeply poisoned. It's rare to find someone who is clear-headed.”

At present, thousands of people participate in reading and Internet services at the "Chang Kun's Home”. They've offered forums eight times. Participants were scholars, writers, reporters and NGO staffs from America, Hong Kong, and Japan.
Chang Kun hopes that through persistence and we would see the results in the community after a few years.

Linquan County was once one of the 17 designated drug areas. In 2003, it became the first AIDS prevention demonstration area.

Chang Kun is 28 and has engaged in community services for many years. His vision is “First gain supports from our parents and siblings, then from our relatives and neighbors, then from our local residents and in the end, our dream community will become reality!”
